Executive answer
Google AI Overviews, AI Mode and traditional search are not three independent search engines. They are different result experiences built on Google Search. For a website owner, the shared foundation is more important than the branding: a page must be crawlable, indexed and eligible to appear in Google Search with a snippet before it can become a supporting link in AI Overviews or AI Mode.
The experiences then diverge. Traditional search primarily presents ranked results and search features. An AI Overview is a generated summary that appears only when Google decides it adds value to the result page. AI Mode is a conversational search experience designed for more complex exploration, comparison and follow-up questions. Both AI surfaces can break one question into related searches through query fan-out and can surface supporting web links.
This does not create a separate “AI ranking” that publishers can buy or activate with special markup. Google Search Central says there are no additional technical requirements, no special AI schema and no required machine-readable AI file. Normal Search eligibility remains the entry gate; selection and traffic remain unguaranteed.

The table describes documented product behavior. It does not predict which surface will appear for a particular person, query, country or device.
1. Discovery: one index, more retrieval paths
Google describes Search as three broad stages: crawling, indexing and serving. Googlebot discovers and downloads accessible pages; Google analyzes them and may store a canonical version in its index; ranking systems then select results for a query. Google explicitly says none of crawling, indexing or serving is guaranteed, even when a page follows the rules.
That foundation applies to AI features. A page does not enter AI Mode through a second sitemap or a separate chatbot crawler. The normal page must be indexed and eligible for a snippet. For site owners, this makes the first diagnostic sequence straightforward:
- Can anonymous users and Googlebot receive the substantive page?
- Is the intended canonical URL indexed?
- Is it eligible to show a Search snippet?
- Does visible text answer a real information need?
- Is the page actually selected as a link on the surface being measured?
An AI answer introduces additional retrieval paths after those gates. Google says AI Overviews and AI Mode may use query fan-out: the system identifies subtopics, sends multiple related searches across data sources and assembles a response with links. AI Mode makes this behavior central to the experience.
The practical implication is not “write for every hidden query.” The fan-out queries are not a public keyword list. The useful response is to cover the entity, decision, evidence and adjacent subquestions clearly enough that a page can be relevant to more than one literal wording.
2. Rankings: shared foundations, different result construction
Traditional search ranking remains programmatic and uses many page-level and site-wide signals. Google’s ranking-systems guide does not reduce those systems to a short checklist, and a strong domain does not make every page rank.
For AI Overviews and AI Mode, Google states that ordinary SEO fundamentals remain relevant. It lists crawl access, internal links, page experience, important information in text, useful images and video, structured data that matches visible content, and current Merchant Center or Business Profile data where applicable.
Three distinctions matter:
- Eligibility is not selection. Passing technical requirements does not guarantee crawling, indexing, an overview, a supporting link or a click.
- The link set can change by surface. Google says AI Mode and AI Overviews may use different models and techniques, so their answers and links can vary.
- Position is not directly comparable across every layout. All links in one AI Overview share the overview’s position in Search Console, while AI Mode applies search-result position rules across its blocks.
This means a report that says “average position 1” may not mean a publisher had the first visible or most prominent supporting link inside an overview. Position must be interpreted with the element methodology, not as a universal rank.
3. Citations are better described as supporting links
The word “citation” is useful shorthand, but Google’s documentation generally describes links to web resources that support information or help the user explore. A supporting link can be prominent, collapsed, placed in a carousel or revealed later in a response. Its presence does not by itself prove that every generated statement is supported by that page.
For editorial measurement, VITON13 separates four outcomes:

This separation matters because a page can be selected without a visible impression, visible without a click, or clicked even though the generated text mischaracterized it. Publishers should spot-check claim support, not count URLs alone.
Google itself warns that AI Mode and AI Overviews can make mistakes and tells users to verify important information across sources. That warning belongs in a publisher strategy: selection is distribution, not endorsement.
4. Clicks: what Search Console counts
Google’s Search Console measurement documentation now specifies the surfaces separately.
For AI Overviews:
- an outbound supporting-link click counts as a click;
- a link must be expanded or scrolled into view for its impression to count;
- the overview occupies one result position and every included link receives that position.
For AI Mode:
- an outbound link counts as a click;
- standard impression rules apply;
- position follows ordinary Search methodology for the element;
- every follow-up question is treated as a new query, with its own impressions, positions and clicks.
Google has also begun rolling out a dedicated generative-AI performance report to a subset of Search Console properties. Official documentation says it covers AI Overviews and AI Mode, while Search Labs experiments are excluded. Access and available dimensions can therefore differ by property and date.
Before that report is available, AI-feature activity is included in the Web search type of the ordinary Performance report. A site owner should not infer surface-level traffic from a total Web line when the interface does not expose that breakdown.
5. What independent click evidence can and cannot tell us
In March 2025, Pew Research Center observed browsing from 900 opted-in US adults. Its dataset contained 68,879 unique Google searches; 12,593 produced an AI summary. Panelists clicked a traditional result after 8% of visits with a summary, compared with 15% without one. They clicked a summary source in 1% of visits with a summary.
This is meaningful observed behavior, but it is not a universal 2026 traffic forecast. The study covered one country, one month and the AI Overview layouts available then. The query sets differed: longer questions were much more likely to trigger summaries. The comparison was observational, not randomized, and does not measure current AI Mode sessions.
The defensible conclusion is narrower: at least one well-specified US panel found fewer outbound clicks when AI summaries appeared. Publishers should measure their own pages, queries, countries and conversions rather than apply the 8%, 15% or 1% figures as a traffic multiplier.
6. Publisher implications by surface
Traditional search
Traditional results still matter because AI eligibility depends on ordinary Search eligibility and because AI Overviews do not trigger for every query. Maintain indexable canonical pages, descriptive internal linking, precise titles, useful on-page answers and a stable technical foundation. Measure clicks and conversions by page and query where privacy thresholds allow.
AI Overviews
Expect the possibility that the result page answers part of the question before a visit. Design content so the linked page offers something the overview cannot compress safely: primary data, a complete method, an interactive tool, a rich comparison, local detail, original reporting or a transaction that requires the site. Do not hide the core answer merely to force a click; that weakens usefulness and does not create eligibility.
AI Mode
Think in sessions and decision paths. A follow-up can become a new query, and fan-out can retrieve pages that were not obvious for the original wording. A site with focused pages for distinct evidence needs can be easier to select than one giant page that mixes incompatible intents. Avoid producing near-duplicate doorway pages for imagined subqueries.
Ecommerce and local publishers
Keep product feeds, Merchant Center and Business Profile information current where relevant. The website remains the accountable source for price, stock, terms, location and returns. Generated answers can change; transactional facts need a clear timestamp and canonical destination.

8. Controls and trade-offs
Google documents snippet controls such as nosnippet, data-nosnippet, max-snippet and noindex for limiting what appears in Search. In 2026 Google also began rolling out a Search generative AI control in Search Console to a subset of site owners. The documented default includes eligible site links and content in supported generative Search features; exclusion prevents the site’s links and content from appearing there, without acting as a ranking signal for other parts of Search.
These controls have different scopes. noindex removes a page from Google Search, while the generative-AI control targets listed AI Search features. Google-Extended concerns training and grounding in some other Google systems and is not the normal Search crawling control. Publishers should document the goal before changing any directive and allow for recrawl or propagation delay.
9. A practical 2026 checklist
Technical
- Keep important pages publicly accessible and indexable.
- Verify the selected canonical and snippet eligibility.
- Make important content available in rendered text.
- Keep structured data consistent with what users can see.
- Maintain internal links from relevant hubs.
- Review Search Console’s generative-AI control only if it is available to the property and the business understands the traffic trade-off.
Editorial
- Give a direct answer, then evidence, scope and limitations.
- Prefer primary data and accountable authorship over generic synthesis.
- Separate facts that change quickly from durable explanation.
- Use tables when they clarify a decision, not to repeat keywords.
- Check whether each linked source actually supports the nearby claim.
Measurement
- Keep AI Overviews, AI Mode and ordinary result observations separate when the available reports permit it.
- Interpret impressions and position according to the element rules.
- Track conversions and engaged visits after the click.
- Annotate interface, control and reporting changes by date.
- Never describe eligibility, selection, impression and traffic as synonyms.
What remains unknown
Google does not publish the complete selection or ranking weights for supporting links. The frequency and exact form of query fan-out are not exposed per answer. The product can vary by country, language, device, account settings, history, model and time. The new Search Console reports and controls are rolling out, so their availability is not uniform. Independent behavior evidence remains much stronger for 2025 AI Overviews than for current AI Mode sessions.
No source reviewed here proves that a particular schema type, file, word count, author box or formatting pattern causes inclusion. The reliable strategy is less dramatic: remain eligible for Search, publish information worth retrieving, make provenance easy to verify and measure each surface according to its actual rules.
